Announcement of the intention to apply for the mandate to organize and lead the Sectoral Council for Renewable Energy Competence

The Energy Council is a consultative and advisory body that brings together experts from a broad range of fields related to energy — from renewable energy sources to advanced energy distribution systems.
Council members leverage their knowledge and experience to support, develop, and modernize the Polish energy sector, with a strong emphasis on innovation and sustainable development.

The Council is actively involved in accelerating Poland’s energy transition and implementing new technologies that help reduce CO₂ emissions and improve energy efficiency. In collaboration with government institutions, industry stakeholders, and research centers, the Energy Council works to establish best practices and standards in energy production, distribution, and consumption.

PLANNED OBJECTIVES OF THE COUNCIL’S ACTIVITIES:
  • The Council will analyze labor market needs by collecting and compiling information from employers regarding current and future skill and qualification requirements in the renewable energy (RES) sector. This will enable better alignment of workforce competencies with market expectations.
  • One of the Council’s key activities will be the promotion of knowledge about critical skills and qualifications in demand within the RES sector. This aims to raise awareness among employers, educational institutions, and prospective employees.
  • The Council will also support the development of cooperation between the education sector and business by initiating and strengthening relationships among companies, universities, and educational system entities. This collaboration will help tailor educational programs to real market needs and create new opportunities for knowledge and experience sharing.
  • Additionally, the Council will focus on formulating expert recommendations for the development of the renewable energy sector. These recommendations will support educational policy-making and employment strategies in the RES industry.

We hereby inform that, in accordance with Section 4.2 of the competition regulations for organizing and operating sectoral councils for competence (based on Article 4e, paragraphs 6 and 7 of the Act on the Establishment of the Polish Agency for Enterprise Development, Journal of Laws 2024, item 419), Green Energy PL 9 Sp. z o.o. (Rondo Daszyńskiego 2b, 00-843 Warsaw) intends to submit an application for the creation of a Sectoral Council for Competence in the Renewable Energy Sector. In this context, we invite industry organizations and all interested entities to express their interest in participating in the work of the sectoral council.

GUIDELINES FOR ORGANIZING AND OPERATING SECTORAL COUNCILS

The goal of the sectoral council system is to involve employers as broadly as possible in identifying and forecasting skills needs in the labor market, and to influence educational and development service providers in shaping high-quality education and training offers aligned with market demand.

Sectoral councils at the industry level monitor competency needs, taking into account the specific characteristics and anticipated changes within their respective sectors. This monitoring is primarily based on expert knowledge of the council members and both internal and external research.

The overarching aim of the sectoral council system is to reduce skill mismatches in the labor market by providing insights into competency gaps within industries. This includes:

  1. Gathering insights from employers on the qualifications and skills in demand within a given economic sector;
  2. Developing recommendations for aligning the workforce with current employer needs;
  3. Identifying organizational and legislative changes needed in education and labor market policy to better meet qualification demand;
  4. Initiating cooperation between businesses and academic or educational institutions (as defined in Article 2 of the Act of December 14, 2016 – Education Law);
  5. Supporting the development of education-industry agreements aimed at integrating educational programs with employer needs;
  6. Identifying the need for developing a Sectoral Qualifications Framework and new qualifications;
  7. Disseminating information on identified competency needs.

Joining the Sectoral Council for Renewable Energy Competence provides the opportunity to influence the future of the sector and gain access to market research and analysis that will help forecast future trends.
